Hexen's world (or at least the civilized version of it.) is ruled by three totalitarian sects which were created to protect and harness the power of magic. There is no free will besides the infighting that these three sects do on a regular basis over political squabbles of power. However these three sects are primarily ruled by three dictators: Zedek, Menelkir, and Traductus. The three dictators betrayed their sects so they could learn the forbidden knowledge of unlife from Korax, so in turn the sects quickly collapsed and/or fell in full control of Korax.

Honestly, I don't know what their "civilization" would look like, but it doesn't look like you have an option to join, because your forced into it.
