Maybe because the majority of modern first person shooters discourage going out of cover, and when you are, you are hit without relent from hitscanning enemies due to the fact that everyone is using guns.
It's not that it's harder, they just throw bullshit at you to make it seem harder.

On topic, I decided to try out Action Doom 2. God damn is it fun, kind of tedious on the higher difficulties with all those enemies but still fair and fun. It's got a bitching soundtrack too.
