Yes, we all know how improving and expanding on the concepts of borders, culture, great people, specialists and strategic resources were step backwards.
We also know how replacing corruption with maintenance was a step back, along with civics instead of governments (granted, those from vanilla 4 were lackluster, but mods fixed that in no time)
