I've played both Choro Q2 and Q3, and they have basically the same gameplay with Q3 having overall larger city and amount of stuff you can do.

It's basically a racing game in a deformed car, with physics thrown out of the window.

Main game puts you in a kind of town/city for you to explore around.
There are various events/achievements you can do in the town which involves you running your car and jumping it up various places through the clock tower and others. As been stated though, physics is thrown out of the window, so while jumping around is a big part of the game it doesn't really behave anywhere near like it should in the real world.
Exploring the town also unlocks new shops and race tracks. Some tracks can have you racing with a huge tyre or even underwater.
You compete on the race tracks to get some money to buy better parts which allows you to go faster, buy aforementioned specialized tyres, customizing your body, speedometer, and klaxon sound. In Q3, one event involves equipping a firefighter body and drive around the city putting out flames.
Upgrading your car also allows you access to some parts of the town previously unreachable, which will unlock even more race tracks and shops and stuff.
