This is all down to taste of course, but I wouldn't generalize it like that. Yeah most of the FF characters that made it into KOF are cool, but there's some lame ones like Raiden, Hwa Jai and Xiangfei. I think Andy's pretty boring too, was happy when they replaced him with Tizoc for a bit.
AOF is a pretty poor pool to pull characters from to begin with, even the ones that made it aren't too great. Ryo and Robert are pretty meh, Yuri and Takuma are alright (Takuma is cooler as Mr. Karate, but that doesn't happen often), King is probably the best one. I don't really get the appeal of Kasumi but she seems to be somewhat popular.
Some KOF originals are cool, in fact Vanessa is my favorite character in the entire series. Heidern and Leona are great. Goenitz, Mature, Vice, Yashiro and Shermie are all okay in my book. Chang and Choi and fine comic relief characters. Saisyu is a cool one that I miss.
Now, XIV did add a whole bunch of pretty lame characters, but that game's not retro so I guess we don't talk about it.
