After a little more research I think if you were to go the tablet route you'd be better off getting the Gamesir X2 with a USB-C connector or another like it.
I think if you did that and installed Linux on the tablet you could run Retroarch with very little background overhead, and probably get runahead going on less demanding emulators. From there the only significant source of lag should be the tablet LCD itself, which ought to be pretty low.
