Only why you're going to get 240p/480i and 480p over the same Dreamcast cable is if you've got a switch to change which pins are being grounded and even then you'd need a way to get horizontal and vertical sync for the latter, which SCART would have no way to carry.

SCART is just a cable, you could technically use it to carry any type of signal. It isn't a standard thing, but you could use SCART cable to carry 480p RGsB from a PS2 or PS3. Not going to find much that would be able to use such a setup straight up though; Over just a SCART cable that is.
