The ribbon cable has a non-conductive outer layer on both sides, insulating the inner copper wires. So yeah, it can and does act as an insulator. Additionally, the chip is sitting on its front, so the ribbon is, at most, touching only the epoxy top of the DIP ICs. In that orientation the chip could be sitting on the bare EMI shielding and it would be more or less fine inside such a relatively low-voltage device.

Even the official Trap Boards (see image) came with nothing more than just a small conductive frame they could be screwed down to, without any extra insulation anywhere.
