I use one of those cheap $4 HDMI to composite adapters. High resolutions will lag a little, so run at 640x480. It only supports 480i which isn't ideal, sure, but is by FAR the easiest way to output the image from a PC to a CRT TV.

The image is slightly cropped, so use an emulator that supports overscan (like DuckStation) or PCSX2 (zoom out feature).

Sure, you can search for some old arcane GPU, mess with drivers, or spend hundreds of dollars on weird scalers and shit, OR spend 4 bucks on something extremely easy to use.
