So I'll break it down for you. A disc-based console like a PS1 has a fixed amount of RAM (1MB in the PS1's case) that game data is loaded into and so it has to frequently stop and load things off the disc. A cartridge console just maps the ROM into the CPU's address space with some RAM for game variables.
