It may be "budget" but it has creative ideas and solid animation that gives the intended action life. Again, it looks like what most kids in the 90s wanted to see in a Sonic cartoon. Basically DBZ with Sonic.

I wasn't really implying that, but if we're talking about Metal Sonic, as a character, I think the OVA is inherently tied to him.
