It's like the devs made a race of goth people by accident while making Paine's character to replace Lulu, and just bled nicely into ff7 when it was connected with shinra kid.
But if Tifa were to be connected into this, Tifa's design is similar enough to fit this connection, though it's really because nomura is obsessed with designing these types of sexy ladiesn.
According to an FF7 Ultimania, Shinra kid's family went to space and landed on ff7's world, Gaia, so in this "ffx2 canon", someone from that goth tribe could've have ended up on that planet with Shinra, and Tifa's ancestors originated from that space trip. Tifa is not really goth, imo, but I can sorta see her naturally gravitate towards that similar clothing and color style(specially in Advent Children) if she is from Lulu and Paine's people. idk, it's fun to speculate about at least.

It's by accident but it's lore friendly enough that they both fit nicely.
I would love a game exploring Lulu's people, I bet the soundtrack for it would be sick, and art direction very metal. ARPG would be nice.
