There weren't any official ones until 1990. Before then there was an idle housewife community organization called ACT that would just subjectively flip out on particular shows and mount effective boycotts unless you flew below their radar, requiring some guesswork and "better safe than sorry" self-censorship. GI Joe was actually one of the shows that finally pushed them so far the FCC actually laid out guidelines. Mostly about advertising, but back in the day the ACT organization would go off about all kinds of things.
