Possibly a impedance mismatch somewhere between the console and the CRT itself causing interference in the signal/image.

The video connections are expected to terminate with a resistance of ~75ohms. With equipment with video outs, this resistance will be off if the circuit is just left open. Outside of some older models and BVMs, these video outs should auto-terminate and give the correct resistance, but it's possible that for some reason the monitor isn't doing so and this can cause problems.
By terminators, he means little BNC caps that you can put on the video outs that have said resistance and would bring things back in line.

I'm not sure if in-correct termination would be the culprit of something like what you're describing. Any time I've had something lack the correct termination, it's just caused the image to run way hotter and brighter than it should. Is the image just wobbly, or does the brightness change as well?
