There's 4 ways to do it:

>AI Gigapixel, commercial software
>Let's Enhance, website, paid service, 5 free images
>free command-line programs like https://github.com/xinntao/ESRGAN or https://github.com/alterzero/DBPN-Pytorch , most of which require Python and an Nvidia card

A couple of years ago I found a program that attempts to generate pixel art from high res images. http://research.cs.rutgers.edu/~timgerst/

But while it's an improvement over just downscaling and reducing the colors, it can't make images that pass for pixel art. The style transfer results are in a similar boat, at least for now.
