Sega's own internal failings notwithstanding, the gaming landscape started to calm in the late 90s. The transition from the 16 bit to 32 bit generation was rocky with a bunch of false starts. The gaming audience was being pulled every which way in a very competitive landscape that kept changing nearly daily because of the lightning fast evolution of computer technology.
