I think it's the opposite, it looks less calculated, and more all over the place, in order to have that more "realistic", less unnatural look the older games had.
Look at the soil patterns here, it just looks like messed up tilesets. It doesn't necessarily look bad, but it's different from what the prior games were going for in terms of art direction.

They continued making good handheld fighting games on the neo geo pocket.

I don't think either looks bad, but I think I know what the other anon means, I wouldn't say it looks like ass, but the art direction in Sonic 3 was different, they went for a more "realistic" style and sometimes it ends up looking a bit messy, see the plants and the terrain in pic related as an example. On previous Sonic games everything was more deliberate and less random in terms of design.
The Sonic aprite is also different, I personally remember not liking it as a kid at first, coming from the first 2 games, I felt Sonic 3 was not as appealing visually, I still liked the gameplay and the ideas behind the levels though (like Angel Island on fire). Hydrocity is one hell of a zone though, in every aspect.

I don't know, 3&K has this weird art direction that tries to make it more semi-realistic than the other games. No more checkered terrains, instead you get something that tries to be more realistic but that means more boring color palettes, and the tilesets kind of look like a mess. Still not that bad, but it doesn't fit Sonic IMO.

Some zones are still very pleasing to the eye, like Hydrocity (especially act 2) or Mushroom Hill (which actually goes back to Sonic's trademark checkered terrain designs), but the majority of zones are either sorta realistic, boring looking (Marble Garden, Sandopolis, Launch base) or stuff that seems recycled from Sonic 2 (Flying Battery, Lava Reef).

What Sonic 3&K did well is the transitions between zones and the cinematics, lava reef to hidden palace transition is very well made.
But overall S3&K failed to impress me visually the same way S1, 2 and CD have.

Not really, Sonic 1, 2 and CD all have terrain that has surreal patterns, like the checkered ones on Sonic 1, the block/checkered terrain in Sonic 2, and these triangular patterns on Sonic CD.

Sonic 3 instead got this kind of messy, uniform patterns on its terrain that looks closer to being realistic and emulate actual natural enviroments, not really surreal anymore.
