The N64 version is far from being the best version out there. The resolution is shit, the quality of music and voices got lowered, and the controls are awful. Plus it doesn't even have every bonus the game has to offer.

The best CONSOLE version is the Dreamcast version: it has the best graphics and at least it has the Hard mode which was only released on the Dreamcast and PC versions; and it's a great hard mode (for example each zombie take a random number of bullet between 1 to 35 before dying)

The best version is the PC re-release on DVD that was only released in Japan. Best graphics and sound quality, you can skip doors and videos, no loading time between each camera angle, it fixes the compatibility issues of the version PC version, etc etc. However you need to know moonspeak OR to already know the game.
Otherwise emulate the Dreamcast version or play the original PC release if you can get past the compatibility issues.

At least you can play mods on the PC versions too.

FYI RE3 got this DVD re-release too.
