There were Japanese made RPGs before Dragon Quest. But none of them got popular. They were mostly text games only on PC. Which, in the words of Yuji Horii himself, "only software engineers or extreme fans had the patience and money to play." Yuji Horii recognized this and that's why he made Dragon Quest the way he did. Trying to popularize the game with the general public.
