you can't replicate that exact look on a vga monitor, but good news is that unless you're a fucking retard that zooms in to see the individual phosphors you won't really notice the difference
just use a super wide resolution (2560x480@60hz is good) and one of the tvout+interlacing+ntsc presets
use 3-phase/256px for consoles that output 256 pixels wide (snes, ps1) and 2-phase/320px for consoles that output 320 pixels wide (sega shit)
svideo or composite is up to you
adjust the "monitor gamma" and "contrast" options afterwards to recover the lost brightness
