1/60th shutter (1/30th for interlaced), awb/focus locked on the brightest part of the pic (then adjust brigtness if too gright/dak).
If your phone/phone app has such settings...

manual mode
1/60 shutter speed (1/30 for 480i)
no flash
focus and white point locked on the brightest whitest part (can be worth to slighlty lower the exposure)
burst mode so you can choose a pic where refresh line doesn't appear.

of course you might not have all manual setting available, depending on your camera/phone...
