Hard to tell, I assume that they wanted to market these huge ones as ultimate living room TVs which can do pretty much "anything" and the small ones for those who wanted a nice little TV for just watching TV.

I have no idea why exactly they left out NTSC support but it's possible to upgrade these small sets.
There are spots on the board to solder the crystal and other parts in, for example BE-4A chassis (pic related): a 4x NTSC subcarrier crystal is needed (14.318mhz, same as in many PC motherboards) and the right load capacitor then enable the NTSC option in the service menu.
I did that out of curiosity to see if it will work and it did.

Here i upgraded the chroma processor.
I added support for NTSC by soldering a 14.318Mhz crystal with a capacitor in the empty spot, i also needed to enable the support in the service menu.
There was absolutely no need for this. I did this as a challenge, a very easy one.
But the main reason was that i needed to resolder the SCART connector. Some solder joints were completely broken, causing noise on video signal.
