It's much more complicated than what you're saying. For a start every game can have a different scoring system.

Dodonpachi has a chain system that means you have to be constantly killing popcorns without gaps to keep the chain alive. So you need to carefully plan out routes that work and time it right to do this (as well as not getting hit).
Then games like radiant silvergun and ikaruga have a chain system based on enemy colors that requires you again to stick with a particular color and ignore or snipe past enemies of the other color.
Other games let you get extra score from grazing up against bullets, or bullet cancelling so you might hold off on killing popcorns before they've filled up the screen with as many bullets as possible.
