Depends on what you mean by that. It's doesn't provide the kind of explicit role-playing you find in games like Planescape: Torment or Fallout 1 & 2 with branching dialogue trees and extensive scripted choices to flesh out your characters and alter the story. It's more like... well... there aren't any games to compare it with in terms of role-playing style besides future TES games, and even that's not a good match. Daggerfall drops you in a massive simulated world with a large variety of things to do. Just about anything you choose to do for anyone will carry consequences, primarily in the form of changing your reputation with the hundreds of factions that influence how much certain NPCs like you. A significant portion of the main and random quests have multiple methods of completion, some harder to notice than others. In my opinion, it's the closest thing to a single-player D&D experience that exists in video games, though your dungeon master is afflicted with schizophrenia and attention deficit disorder. It's the best supplement to a healthy imagination.

In short, Daggerfall is not the kind of game that lets you tell the Prince of Sentinel that you think his nose is too big. Instead, it's the kind of game that lets your wereboar lizard woman have a crippling fear of animals, worship the Goddess of beauty, and compulsively steal paintings and books from banks and royalty all around the Iliac Bay so that she may never run out of things to view and read in her boat.
