Played both of these games, and have replayed PE1 several times. It's a solid game that's only real con is how insanely slow you move. Navigating maps sometimes felt like a real slog, especially in places like the museum. Other than that, the battle system is fun, the plot pacing is solid, the upgrade system is great, and the bonus dungeon/alt ending is always there for people that want more.

PE2 struck me as "we want that Resident Evil money" and also a Coke commercial. It had some interesting mechanics, but I had no desire to replay it. It felt really detached from the original game, though - like RE with PE characters slapped on it. Also no Daniel = points lost.

3rd Birthday was just some other game with PE characters stapled onto it. Much like PE2, the mechanics were interesting, but it really was just so far into being its own thing that they should have skipped using Aya and Maeda and gone full original IP, especially since Maeda was so insanely out of character that it was like he was possessed. As I heard, the game itself was left over from a project that fell through, so Square slapped PE characters on it and rehashed it to try to turn a profit, but they weren't legally allowed to call it Parasite Eve because the author pulled the rights to the IP after disliking PE2 so much.

If you really liked the first game, I'd recommend the book, since, as you mentioned, the games are sequels. Just keep in mind that it's a Japanese book, and that some shit just gets crazy - like deep into "what the actual fuck" crazy. There's also a movie based on the book that's not bad - I'd recommend that after reading.
