Eh, people like to exaggerate some interview where Shigeru said there were more things they wanted to implement, but that's been the case with pretty much every game Miyamoto worked with, he's never 100% satisfied and always wants more. However, Shigeru still said SMW is his favorite game in the series a few times (some other time he said it's the original), so I doubt he considers it a rushed job.

Not much really, considering the amount of content SMW has, it doesn't give the impression of being rushed, in fact, it gives the impression of an all-time classic game, which it is.
>How does All Stars SMW make up for it???
The only thing All Stars added was a different sprite for Luigi, which is pretty cool, but nothing else. Gameplay is still the same btw, Luigi didn't get different physics. I think he did in SMA2, but that came out much later and wasn't an original idea.
As for what was left out of SMW, the most notorious thing found in the left-overs of the ROM is a bird sprite that would follow Mario around the map, and in-levels might have worked as a cage mechanic, I suppose it'd make certain levels play like auto-scrollers to give an extra challenge or something. Not a lot IMO.
SMB3 also has unused content, it's normal for games to leave out ideas during development. Not always they're left out because of time issues, but maybe because the devs weren't convinced about it.
