Nothing was removed. The PlayStatiom version was released first in Japan, and is the console of the dev builds. What happened was they Sony of America initially rejected the US release, but when they caught wind that Sega was getting their own enhanced port, they came crawling back to Capcom and managed to salvage it as a simultaneous release in America on the condition that Capcom include a bonus incentive for the PlayStation version, which ended up being the US release's thrown-together anniversary booklet. MEGA MAN X4 was the one that was reportedly a Saturn exclusive, hence why the Japanese commercials use Saturn footage, but it ended up going multiplat along the way.
