Yeah, as you said, is probably the game that puts more emphasis into the story. Most FF circlejerk around characters and how cool they are, whereas IV there is still a plot.

I'd say, in my experience, the closer to IV is actually II. II doesn't have characters as charismatic as IV (which somehow can be a good thing), still the plot is fantastic.
The people recommending you V are doing that because is a popular game around here, but if you are looking for something closer to IV, have a look at II.

I hope all the people favouring plot and characters over anything else are able to recognize best FF

It is logical most prefer IV to II. IV has the kind of 'anime' caricature which attracts a wider audience. Also, the nes release is not really welcomed. I like IV, but i thought II had more realistic characters, maybe they felt different.

Im my opinion, either II or IV.

1 is out of question. 3 is the successor of 1. 5 did an interesting mix between 3 and 4, but storywise cannot be compared to 4. 6 probably started the trend to put the emphasis on the characters rather than the story (But you can see that in 5 too).

2 and 4 have both great characters and story. There is traison, sacrifice, characters that started as cowards to end up being heroes, but also events that change what's going on. I think they contain the elements that eventually made FF famous.
