Anyway, Best Saturn game for me is Panzer Dragoon II Zwei.

Inferior 3D shooting game. It's good, but Omega Boost needed more. It's a cool tech demo though.
Panzer Dragoon 1 is overrated actually, II is the real masterpiece. Orta was alright but with some flaws.

Not really, also PD1 is hardly a hidden gem, and Zwei is legitimately one of the best rail shooters of 5th gen.

Saga is good, I don't know if it's better than FF VII, it's a much smaller-scale game, but also a lot different. I prefer it to FF VII, at any rate.

Panzer Dragoon series has amazing, creative art direction, but technically it doesn't look better than many of the N64 games people are mentioning. You can notice how the Saturn struggles to keep up with the 3D in many cases, and how many of the effects (explosions, etc) are actually 2D sprites. It's still impressive though, what they did especially with Zwei is amazing, but only in the context of the Saturn, which forte was 2D and not 3D.

Zwei is a masterpiece.

PDS suffers from both the fact that collectors treat is as a holy grail (like Earthbound for SNES), and also the fact it was released in low quantities, so there's a lot of demand and not a lot of them available. It's still not mega rare because there's always people selling it, but the prices are ridiculous.

If you have a Saturn, you should have a way to play CD-Rs, either by modchip or pseudosaturn, or rhea. Try it out and judge for yourself.
I'd say if you end up loving it, then go for the japanese version, as others have said. The price is normal and you get a better package with better art and full color booklet.
