That depends entirely on how the map uses it.

You just put it out in a wide arena where you can dance around him without a care in the world? Yeah, that's not too exciting. It was hot shit back in 93', but it's not hugely different from a Baron aside from it's size and splash damage.

Now, what can make a cyberdemon FUCKING TERRIFYING, is if he has the high ground on a battlefield, high up on a pillar or platform or something, where he can rain down fucking fury on you, all while you're fighting hordes of actual monsters, scores of pinkies, imps, cacos and zombies, the only real cover is one or two walls, maybe three, one of them isn't too tall so you have to hug it to hide from his line of fire, it's either that, or hugging the platform he's standing on, which can sometimes work, and sometimes not, depending on it's height, how the field is built, etc.
Alternatively, the cover can also be trenches, or a mixture of trenches and walls, but there must be lots of clear and dangerous ground where you have to haul ass or be obliterated.

You basically have to dodge his barrage of rockets while fighting the other monsters, avoiding getting hit, keep moving or you're utterly fucked! Friendly fire can be very easy to set in motion, or next to impossible, depending on how the map is shaped.
