UPDATE:
My voltage regulator's heat sink was too small on my homemade famicom video/power board. I replaced the heat sink with a larger one and a bunch of issues (including some ground loop problems) were resolved. ALSO resolved was a vast majority of my jailbar issue.

They are still visible in RC Pro Am, but in most other games they are totally invisible unless you're hunting for them.

I think lifting pin 21 should go a long way towards resolving them if your power supply is good.
