Ok, there's 2 parts to this level, once you clear the outer moon, you go into Ronnie the Super Rat's base.

I killed what I thought was every fucking enemy in the stage and started wandering for nearly 5 minutes to find that 1 last enemy and all of the sudden (after seeing this room like 20 times) this fucker appeared...

I'm guessing this is Ronnie, he looks a lot... bigger compared to the title screen version.
