Nobody took care of the rest of the house because the one old man that actually lived there with intent to keep it clean had stopped caring as soon as it was built, in the 1960s. They had no reason to keep it clean and in the mad search for power from the 70's onward, the reason for it being built mattered a lot less until Wesker thought he could use it to kill the STARS team to keep them from preventing a bioterrorism attack

They had some umbrella workers stay in the guest rooms but most stayed in the guard house, if umbrella says shut up and just work in the lab and leave the rest to disarray as it had been for years, then you do so.
