I'm from latin america and nah, at most people here make fun of asians in general in a "ching chong" way but if they are aware that it's specifically Japan, they get respected, unlike china which is seen as a cheap, por, dirty place, Japan is more identified with Quality electronics and cars.
We also have no reason to hate on Japan historically.
And we love anime since before it became bigger in the US.
The only "warning" the official nintendo magazine here did about Goemon was that there were "strange" characters (the okama/fag guys).
