Cheapest solution for real hardware is probably to find a used stick that feels comfortable and put an MC Cthulhu with a Neutrik adapter into it. After that you make cables for each system you want to use it with. You can also buy pre-made cables for PS2, Dreamcast, and PC/PS3. This covers the majority of old consoles but does require a small amount of soldering for the initial installation in addition to some cable fabrication. You can also buy the Brook Retro Board but it's over twice as much as the Cthulhu for some dumb reason but it doesn't require soldering.

An easier but slightly more pricey solution which is also better if you have a large number of sticks you want to use with classic consoles is to buy a PS3/4-to-PS2 adapter and then buy PS2 Tototek adapters for the systems you want to use them with. Unfortunately this is not compatible with some of the newer models, such as the Obsidian, Dragon, and new Fighting Edge.

You can also just find a PS2 stick you like and use adapters from there, although good PS2 sticks are pretty pricey these days.

There are a handful of decent sticks for classic consoles--Mega Drive 6 button JP stick, Namco stick and old Hori RAPs for PlayStation, Green Goblin for Dreamcast, and certain Virtua sticks for the Saturn. Most of the others are not very good though.

If you can find a comfortable arcade stick for cheap and stick a Cthulhu in it, you can use it for almost every classic system and PC as long as you are willing to make the cables. You do have to use an adapter with it to work with Genga Drive though. Another option is Brooks converters with a newer stick, although they only have them for DC and PS1/2 at the moment.
