"Nintendo fans" were thirsty for RPGs since they came from the SNES, but Quest 64 just wasn't up to standards. It's not a terrible game though, it's very playable and while graphically it's not outstanding, it looks good enough, has an impressive draw distance and the 3D is good enough, the enemy animations work pretty well, for 98 or whatever year this came out, it was good.
The problem is that the game feels unfinished, there is barely any characters, NPCs or otherwise, the entire journey you're alone, there's nobody joining your party. Towns feel very lifeless because of this. It's like a great base game, but they did nothing with it.
It's known the game was half assed because there's at least one of the NPCs who was supposed to join the party, but in the final game she's just an NPC with some short lines of dialogue.

As a game experience, Quest 64 isn't bad, if what you expect is a 3D RPG, then it does it work, you go around, fight enemies, level up, the element system is actually interesting (although I've heard it's broken, haven't played it enough to confirm).
It has a fair challenge and the first boss was pretty cool, haven't played much further than that.
But as a whole game, I can see why it wasn't well received. Also, that NA cover art is fucking hideous, it's like THQ was trying to sabotage it because they knew it wouldn't sell. Although I remember hype surrounding it.

The same company who did Quest 64 made another game that is actually much better, but was never localized, Zool.

It's not bad at all, it's just unfinished and it shows.

Zool, made by the same company, was a much better RPG (with monster collectan mechanics), but only released in Japan.

It actually can't be called a good game, but it isn't bad either. It's just unfinished.
The game had potential, but when you play it you feel the game is very empty and barebones. The graphics, music and gameplay I think has a lot of charm, but there isn't much going on. Many NPCs that appear in the game were supposed to join your party, for example, but in the final game you can only play as one character.

The same company made another RPG called Zool, it's a monster-collecting game like Pokemon or DQM (in fact it has a very DQM-ish vibe), but it was only released in Japan.

There's some other RPGs on N64, but they're all japan-only.
