i use my atari ryzen vcs pc with wangblows 10 to do this
but i use a cheapass hdmi>av adapter
it adds about 4 frames of delay so if you're lying and actually hardcore into shmups you are fucked

it works ok enough to hook the taito mini up and use a rotary control for puchi carat
plays fine
i suck horribly at the game anyways
