That's a good point. Come to think of it most of the games have a structure like that, where you go from "I gotta gtfo of here" to "I need to push deeper". Like you need to reach the center of the chaos before you can understand the mystery and escape. So maybe that's a good way to do it: they're not actively closing in on Umbrella at the start, maybe they're in hiding like Jill in RE3 when some outbreak situation happens, but as things progress it connects to the core of Umbrella and they get motivated to push in and close them down for good. You'd need some way to figure out the geography but it'd make a good story I think.
