Story wise, Fallout 1 is better. It's more serious in its depiction of post-apocalypse and the story is more focused.

Gameplay wise, Fallout 2 is better. The interface has a number of improvements that you'll miss if you play 1 after 2, and the world has a lot more things to do in it. The narrative is less focused and has silly elements added in, which I was ok with because with the rise of the NCR, Vault City, and New Reno, the post-apocalypse isn't as bleak as it was in the first game.

Both games are worth playing.

The only issues I had with Tactics is that it's story conflicts with Fallout 1 and 2 in spots. The story works in broad strokes, though. Otherwise, it's a good game.

New Vegas is also a good game because it actually feels like a sequel to Fallout 2. I still prefer the old turn based system, though.

Fallout 3 can go fuck itself, though.
