That's because the international release cut out the Boktai crossover content, which included battle chips for Django and HackJack.

Django3 was the reward for the final virus breeder in the original Japanese release, but internationally it was changed to something else.

This was an issue for the initial release of Legacy Collection, because they forgot to change the virus breeder rewards back to the JP version and make Django3 obtainable. It was the only way to obtain it in a strictly single-player run of the game (might be in chip trader but not sure).
