the issue was more that the Japanese 3rd parties didn't really care about N64. not only the system was far less popular than PS in Japan, but also its 3rd party games were completely obliterated in sales by Nintendo ones (see picrel).
hence why N64 had so few "Japanese" genres—JRPGs, SHMUPs, VNs, anime games, Japanese arcades, and among others, fighters. vice versa, you will find tons of this stuff on PS and Saturn. the only Japanese company that tried hard on N64 was Konami, but their approach has always been about targeting every platform and every region. even in 4th gen they made serious efforts on both SNES, PCE and Genesis.
N64 was mostly supported by the Western devs who made games in their Western style. FPS, Star Wars, wrassling and so on. they didn't really "get" Tekken.

you're both right in your own way.
N64's biggest hits sold way more than Saturn's in Japan. in fact, if we take the US and the world, the biggest N64 hits sold same or more than the PS1's.
however, that was the whole issue with N64. it had a few truly huge games, but everything else was far less popular. as someone put it, "every N64 owner had the same few games". looking at picrel, one can say N64 was defined by a few titles. past some 30 games or so, hardly anyone gave a fuck about other games.
more importantly, look at the "publisher" column. the top 20 games are ALL from Nintendo. this meant that 3rd parties couldn't compete on N64; but more importantly, N64 didn't have the VARIETY. it appealed only to the demographic of core Nintendo fans. you bought the console for the kind of games Nintendo makes—Zelda, Mario, etc.—, as there was hardly anything else you'd buy it for if you were Japanese. no racing, no sports, no fighters, no RPGs, (almost) no mature games, few anime games, no horse breeding sims, etc. etc..
this is the same thing you could say about GC. you only bought it for the Nintendo games, period. there was no point in buying it for anything else, except RE. and look how GC fared.

maybe for a 3rd party, then yes, but that was the issue with Nintendo. big 1st party N64 games sold way more than Saturn ones.
