True, but the old SNK hardware isn't exactly popular, either. For very similar reasons. Creating the necessary toolchain(s) to develop software on these platforms isn't impossible with modern PCs, it's just a pain the ass. The amount of non-Japanese documentation is minimal, and you'll be doing it all via emulation anyway. You don't have the hardware, devkits, or documentation to be doing all this "legit" and lack both the technical and lingustic skills to use any of it even if you did.
