Parallax could be done without hardware layers... so it wasn't really a game changer.

Ever notice the “layers” never overlap? And if they do it’s just a tiny 8x8 thing like the top of a building or a tip of a mountain? And even then it’s usually when there’s little or no enemy sprites on screen.

By that logic the NES can do scrolling layers too because of Metal Storm or Batman. Maybe the Genesis has “Mode 7” because you saw a scaling skull in Splatterhouse 3?

Metal Storm from Irem for Nes have 2 layers in all stages.
