I think it's actually likelier now than it's ever been.

The first game was an absolute mess of delays, rushes, compromises, and bad moods.
Most everyone still kind of liked the end product and felt it was a pretty good game (and it says a lot about their talents for how they all came together and 'just cobbled something together in a hurry', and it came out so well), and though even Romero did like it for what it was (mind he would compliment iD for Quake 2, in spite of being on somewhat bad terms with them, shittalking them a lot, and competing with their product, he's honest about how he feels about a game), there was also a strong resentment for the project going the way it did, as it departed massively from his original vision, and he left to do his own thing.
Sandy would also later leave, and the thing is that Quake's delightfully dark and gothic, Lovecraftian atmosphere, can in large be traced to the input of Romero, Sandy, and also Adrian. Adrian stuck around for a long while, but the other two didn't, so you didn't quite have that strong trifecta.

With tension between Romero and Carmack, it was kind of uncomfortable times for the lot of them, and most probably felt like they wanted to put that behind them, move on to something else. That was Quake 2, which was a completely different game ending up getting the title it did for their intended one being taken. I don't think any of the guys had any intentions of revisiting the first game.
