I honestly think of it as a port, I know there's half tile explosions and monster aggression AI in the original, but I just assumed that the half tile thing was a problem with the original engine that they weren't proud about and fixed with an improved FC engine. The different aggression levels of the balloon monsters seemed to me to be reworked into the different enemies of the FC version, so instead of having just balloons that could change their speed and movement patterns, you just had more diverse monsters with those patterns built in instead. The reskin isn't really arguable is it? Bomberman was originally a country dude with a straw hat, it was the FC game where he got his modern design, it was famously being developed at the same time as Lode runner for the FC.

It may be different enough in small areas, but Bomberman for the Famicom was originally intended to be the console analogue of the computer game, and both are extremely bare bones so content wise they are very identical. Whether port is the right word, I don't know, but that's how I've always thought of it.
