Elon Musk sold a bunch of "flamethrowers" a while back.
In actuality, they're little more than roofing torches built into the body shell of a soft airgun.
The thing has pitifully short range.

For that matter, flamethrowers aren't regulated really at all in 48 out of 50 US states, them being regarded as farming equipment. Most flamethrowers are also gasoline or propane jets, which have a rather short range, and don't stick particularly well, so they don't make particularly good weapons.

Compare to an actual military style flamethrower, such as the US M2:

The M2 projects a jet of jellified napalm, giving it a much longer reach, the fuel sticking horribly onto whatever you douse it with. It also has a lot of safety features and clever design elements which you don't see on most propane or gasoline jet flamethrowers.
These are not any more restricted, but it's also not easy to find one in working order, also being pretty prized collectibles.

A spread and range like this, for like maybe 10 tics, and it just ruins anything that isn't a boss monster.
