QC lore expands that the reason of why Q2's original AI was strange is because all stroggos on Cerberon and other areas by that point were Greiss from Scalebearer's planet(his race), and they weren't too smart, all of the original strogg were returning from earth and other planets.

Also Private joker wiped out most of the gekk in The Reckoning, who they used to harvest Neuracyte to create new strogg out of captured humans and other alien races.
