I'm not sure why the Malay spooks wouldn't outright use an MP5SD as base, maybe they prefer being able to keep up a high volume of fire without worrying about the silencer overheating.
I'll say though that there's far better silencers today as compared to the old ones which H&K made themselves (which has a sheet steel core of baffles that frankly looks like it's made out of a piece of industrial shelving), I've seen a unit that drops in and is both shorter and more effective at reducing noise.

The way I recall reading about it was that occasionally the launcher would be used to lob a grenade in one distant position to create a distraction, then you were supposed to move in with quiet subgun fire.
I'm sure it was also used in a direct offensive manner as well, because grenades are of course very good for that sort of thing.
