A game is a series of interesting decisions and should force you to apply lessons learned from one situation to a different one.
Beating Ninja Gaiden once is skill, because it tested you against unfamiliar scenarios, the 50th time wasn't. It required no adaptability on your part, only repeating motions against exactly what you expected to happen.
There must be some sort of unknown factor or variation, to test skill. And the scenarios should be long enough to verify consistency.
