No, objectively not, but it's still an interesting experience. Most kids' experience with this game was of walking around a surreal dreamy springfield while entering weird mini-games with Bartman and Bartzilla. It's like there's some bits of this game that have a lot of soul and isolated can be kind of a fun experience for a bit but as a whole the game is a mess.
I think it's an interesting piece of media from a bygone time when Simpsons were at their peak of popularity and Bart Simpson was every kid's role model.
Similarly, Bart vs Space Mutants has some really good ideas (particularly the first level), but as a whole the game is still a mess.
The only good Simpsons game is the arcade one made by Konami, which also includes a lot of soul and early simpsons weirdness.

It's a badly balanced game and the indiana bart stage is basically RNG bullshit, but the game still has a lot of soul and is enjoyable just fucking around in dream-springfield and playing all these absurd mini-games.
Bartman stage is actually pretty fun with decent controls (playable at least), good graphics and has a lot of nice character cameos.
It's a game that was mostly enjoyed as a rental.
Virtual Bart was much shittier and less enjoyable.

I really love this one because of the graphics. That Springfield hub reminds me of Earthbound.

I know what you mean, maybe I didn't love it, but I liked its weirdness, it has that surreal feel Simpsons originally had.
I only rented it, but I remember renting it various times. Like, I knew it wasn't good, I didn't figure out how to really beat the game, and some mini-games I just couldn't grasp, but I enjoyed the experience. Walking around that oniric springfield, I remember being impressed by these graphics back in 94 or whatever year it came out. The springfield streets looked colorful and close to its source material, more than previous Simpsons games, except the arcade one.
It gave the illusion that you were walking down the streets on Springfield, except it was just one endless horizontal scroll in both directions, but in a way it's still kind of "open world" with randomized design, kinda like roguelikes. That may be overanalyzing it too much though.
But yeah, I loved the Bartzilla stage, I don't think I even got to the climbing part, tanks always shot me down before, I remember the hitboxes being all over the place but who cares? The graphics alone sold it to me, it was completely bad ass, that giant sprite of bartzilla destryoing the streets, amazing. I remember the hitboxes being all over the place but who cared?
The Bartman stage was also cool-looking, you're in control of Bartman in a shmup stage fighting against all sort of classic Simpsons characters in wacky airships. The concept is very arcade-like and the visuals were also pretty good, I still remember the little springfield on the background as you were flying through the clouds, very memorable. Horrid gameplay though.
The one mini-game I never got/liked was the indiana jones stage. Fuck that isometric puzzle booby trap platforming mess, but hey, it also had a sort of comfy atmosphere, graphically.
So yeah, mediocre to bad game, but I actually might have loved it as a kid, add to that the 90s Simpsons craze of course.
